gas grill flame

I'm using a small gas grill, and I have two propane tanks. When I hook one up, I get a blue flame that I can readily adjust. When I hook up the other, the flame is blue with yellow tips and I cannot adjust (lower) it. Both tanks appear to have plenty of gas in them. Any ideas of what is happening? Thanks.
