Mike, I don't think Stainless is painted over, that is why I posted what I did, but check it out.
Weber has been using baked on porcelain for it's brilliant long lasting colors for 30+ years. You can scrub it with a brillo pad and not scratch it.
I would not spend the extra for ss, but that is me. I would recommend you keep it under a roof if you can regardless of finish.
