I can't imagine why you don't have enough high direct heat to sear a steak. To increase heat directly under the cooking grate, use tongs to double-stack your charcoal. This will provide a very hot cooking area on the grill.

P.S. I assume you have the grill assembled correctly, with a charcoal grate on bottom on which you place the coals, and a cooking grate above it.
