Slow cooking can cause buildup like described. Hit it with the brass bristle brush that you would clean the cooking area with. I wouldn't be overly concerned about it.
Weber's are built to last, as long as it has not rotted and pieces falling off, replace the grates and keep using the grill. IMHO
