In my experience, it hasn't been necessary to add dry chips to the soaked chips. The dry ones may explain why you had flames bursting out of the pouch. Try a pouch with wet (but drained) chips only. Place the pouch under the cooking grate and over a burner. Turn the burner to high and watch carefully. As soon as you see smoke, lower the heat to medium or low, so the chips don't flame.
