It's not left down long enough and perhaps you're not geting the grill hot enough. Try this alternate method.
Prepare smoke chips (I like hickory for this).
get the grill hot enough to begin smoking and once you have wood smoke turn the center burner off and the outside ones to medium.
Prepare your fish by removing the bones, make a mixture of a liberal dose of kosher salt, black pepper, and brouwn sugar and a pinch or two of ground nutmeg and clove (yes you read that right).
Now rub this onto the fish and put it on the grill skin side down.
Allow it to roast like this (lid down) until it is rare to medium rare.
When done slide the spatula between the skin and fish and removethe fish leaving skin on the grill. When the grill cools the skin will come off easily and can be discarded.
My kids LOVE this prep.
As an alternative do this prep on a pice of cedar and don't use the hickory.
