Ok, well, it's a little late, but first of all, $2.89/lb for choice tri-tips is a very good price these days. Even at Costco here in SoCal they've been going for $5/lb or so.
As for cooking them, it's relatively foolproof. Season with salt, pepper, garlic powder and parsley and grill directly over medium charcoal. If you've got some red oak wood, all the better! Turn and rotate often and use a meat thermo to get to 130 deg and then remove from heat and let sit 10-15 minutes. SLice against the grain. Oh yeah, invite me over!
