Question about temp control in a Weber Kettle

I haven't cooked a brisket in a kettle in a long time. When I did, I controlled the temperature by the amount of charcoal I used, i.e. used a small pile and added a few brickettes every hour. I never tired to fire up a full basket of brickettes and control the heat by the lower dampers. Can this be done effectively?
