Buy the less expensive procelain grates and flavor bars. The grills will last and are easy to clean. The flavor bars will eventually rust and you will need to replace them about year 4+. I just replaced my flavor bars with stainless steel. My Weber is 5 years old. The porcelain grates are still in fantastic shape, I do a lot of cooking on them.
The idea of owning 2 sets of grates, 1 porcelain and other SS, is a waste of money.
The porcelain clean up nice, if you can't get the stuff off via 10min high heat burn and brushing... Then prior to next cook put them in warm soapy water and let soak for 15 min or more. I then use a plastic scrubber, and if that isn't working, I then use a brillo pad (fine steel mesh with soap inside it).
I do wash my grills and pullout tray about every 2nd or 3rd use. This is a personal preference, I just like clean surfaces to work from, and cleaning the pullout tray prevents grease build up that can start fires...
