The only advantage to having controls on what would otherwise be a work surface would be that it would be up and away from where little ones can get to them.
In my own opinion, whoever designed it should be taken out and shot - there could have (and should have) been a better way to keep little fingers off the controls without ruining the work surface. (I've shopped for a such gas unit and walked away from it specifically because the controls were located on the work surface - ended up buying something else)
