no worries about cutting into that it has diesel ( fuel oil is #4 deisel fuel)in it. deisel is not explosive. however, it is combustible. take the tank to a car wash. fill it with the water from the engine wash setting. then drain it and rinse it real good. try cutting into it with a sawzall instead of a torch. if you use the degreaser it should not have and problems. if you use a torch you may want to consider filling it with water while you cut. cut downward and the water will drain only as fast as you cut.
