i think chuck steak is about the best flavored steak i have had. Alot of the times its the luck of the draw on tenderness. Pay attention to the marbling and grain and you can get fairly consistant at pickin a good one. Around here they sell chuck blade steaks, they are small oval shaped steaks with a distinct line of "grisle" down the center. These are about my favorite, they are normally tender with lots of flavor.
