I don't see any logic to it. In fact, unless those steaks are really thick (2" or more), I would think the 2 to 3 minutes per side would be enough to get to med.rare, and the 8 minutes to rest would be plenty.
But hey, I'm not an egger.
For that matter, at 700º, I can't imagine a steak needing as much as 2 minutes per side...and nothing more.
